CSN was facing significant challenges as the new Transitional Study Support (omställningsstudiestöd) received a far greater number of applications than any of the study support investigators had expected. The regulatory requirements for launching this support did not provide CSN with adequate time to develop the necessary system. The caseworkers found themselves grappling with an increased workload due to the absence of comprehensive system support, reliance on temporary solutions, and the need for manual processing, resulting in prolonged waiting times.
CSN recognized the urgent need for a new system to address these issues.
